However, such decisions could be overturned due to various factors. For example, after carefully studying proposed solutions, policymakers might find the definition of a core problem too narrow or loose, or the said definition is challenged by stakeholders. Adaptability and flexibility is the key to a process so mutable in nature such as policymaking.
